On the occasion of the presentation of the Lisbon Strategy in March 2000, EU leaders pledged to achieve "a decisive impact on eradicating poverty" by 2010.

However, there are still too many people in extreme poverty and without access to such basic services as health. 79 million Europeans are living below the poverty line, which is contrary to European principles of solidarity and social justice.

So 2010 will be the European Year for Combating Poverty and Social Exclusion "in recognition that:

All persons are entitled to live in dignity and to participate in society. Public and private sectors share responsibility for combating poverty and social exclusion.
All benefits to eradicate poverty and create a more cohesive society.
To achieve this goal requires the commitment of all levels of society.

Activities planned

Activities will be determined and carried out at national level, with the participation of civil society and local and regional authorities.

Budget

At least 26 million Euros (17 from EU). Other public or private sources may provide additional funds.
